Who will substitute for Bobby Jindal at the Republican Pol. Party Convention?

there is some discussion that the first-term governor of Louisiana will not attend the Sept. 1-4 convention if Hurricane Gustav hits the coastline of his state? Do you know if they will shorten the Convention? Will Pres. Bush also travel down to the Gulf coast to help out with volunteer response?
